The GoldCard System is a service to facilitate employment of foreign high-tech professionals in Korea by alleviating the difficulties that foreigners face at immigration offices, where visa qualifications are examined through the issuance of a letter of recommendation for employment under the name of the President of KOTEF, authorized by the Minister of Commerce, Industry, and Energy.

The only solution to local labor shortage is to bring in foreigners to work here in Korea. Nevertheless, immigration regulations concerning employment of foreign nationals in Korea, such as strict qualifications for employment visas, have made it difficult to employ much needed foreign high-tech professionals in accordance with due procedures. In an effort to improve this situation, the GoldCard System was introduced through which letters of recommendation of employment are issued under the name of the President of KOTEF authorized by the Minister of Commerce, Industry, and Energy. The system aims at facilitating visa issuance for foreign high-tech professionals by requesting cooperation from the immigration offices through letters of employment recommendation.
The system was launched on Nov. 15, 2000 to support recruitment of foreign high-tech professionals to meet the increasing labor demand in high-tech industries, such as IT, e-commerce, and e-business
